About Erik
Erik Yesayan is the founder and principal of Pattern Planning & Development Inc.
With over 15 years of experience, Erik has led approvals for residential, commercial, and industrial developments throughout California.
Before founding Pattern, he worked as a Coastal Planner in Malibu, directed utility-scale solar developments, served on the Glendale Planning Commission (including as Chair), and held a senior role at Cordoba Corporation.
His career began at Caruso, where he supported community outreach during the entitlement of the Americana at Brand in Glendale.
Erik has guest lectured at the Harvard Graduate School of Design and the MIT Center for Real Estate. He holds bachelor’s and master’s degrees in Planning from the University of Southern California, graduating with honors, and is an Eagle Scout.
Scott Lowe
Scott Lowe is a Senior Project Manager at Pattern, where he develops entitlement strategies and manages due diligence, permitting, and agency coordination for residential, commercial, and industrial projects throughout Southern California.

His experience includes adaptive reuse, multifamily housing, fire rebuilds, small lot subdivisions, commercial tenant improvements, and residential development. Scott specializes in California housing laws, including SB 9, SB 684, SB 1123, ADUs, and multifamily development, coordinating multidisciplinary teams to guide projects efficiently through the entitlement process.
A longtime Glendale resident, Scott is passionate about housing, active transportation, and community planning. Outside of work, he is a licensed pilot, volunteers with the Civil Air Patrol, and serves as a guest chef at a local transitional housing shelter.
Gio Shin
Gio Shin is an Associate Planner at Pattern, supporting residential and commercial projects throughout Southern California.
Gio Shin is an Associate Planner at Pattern, supporting residential and commercial projects throughout Southern California. He manages entitlement and permitting efforts, coordinating with clients, consultants, and public agencies on multifamily housing, commercial developments, and subdivisions, including projects under SB 9, SB 684, and SB 1123.
Before joining Pattern, Gio worked for the Los Angeles–based architecture firm KSK Design on multifamily housing developments and helped develop the Affordable Housing Atlas, an online platform showcasing housing models and planning research from around the world.
Gio holds a Master of Architecture from Harvard University and a Master of Public Health from Washington University in St. Louis. Outside of work, he enjoys playing tennis and reading history.
Harry Liner
Harry Liner is an Assistant Planner at Pattern, supporting entitlement and permitting efforts for development projects throughout Southern California.

His experience includes high-end commercial tenant improvement projects in Malibu, Beverly Hills, Los Angeles, and Glendale, along with a variety of residential, industrial, and commercial developments.
Harry earned a Master in Urban Planning from the Harvard Graduate School of Design after completing his bachelor’s degree in Urban Studies and Planning at UC San Diego.
He also studied and worked in Germany, gaining additional experience in housing and real estate development. His interests include adaptive reuse, transit-oriented development, and missing middle housing.
Pavan Rai
Pavan Rai is the Operations & Administrative Coordinator at Pattern, where she helps keep the firm’s operations running smoothly while supporting projects throughout Southern California.
Pavan Rai is the Operations & Administrative Coordinator at Pattern, where she helps keep the firm’s operations running smoothly while supporting projects throughout Southern California.
She oversees many of the firm’s operational functions, including proposals, client administration, scheduling, project support, and day-to-day office operations.
Before joining Pattern, Pavan worked in operations at Benzinga, a financial news and media company, where she developed a reputation for solving problems and keeping complex workflows organized.
Pavan holds a bachelor’s degree in Finance from Michigan State University and is a certified Project Management Professional (PMP). Her interest in real estate began early, watching her family navigate property investments.
